This case which stemmed from a June 2003 rape of a 16 year old girl in the Hawaii Youth Correctional Facility in Kailua has been settled out of court. Since this girl's rapist, a prison guard, has been convicted, her case was obviously strong.
The problems at the facility went beyond one incident and reportedly were caused by lack of oversight which allowed the guards to abuse boys and girls incarcerated there. The state claims the problems have been fixed and I hope they are right, but we can't afford to rely on hope. Just as in other areas of government, oversight is critical.
